Time-on-duty truth for the entire public service.
The problem
Uganda's public service struggles with payroll integrity and time-on-duty accountability. The Auditor General consistently flags ghost workers and absenteeism in annual reports across MDAs and local governments. NDPIV PSTP Outcome 1.1 targets the share of Government Institutions meeting performance targets from 38% to 70% - unachievable without per-officer attendance evidence not currently captured at scale.
The solution
A multi-channel attendance and time-on-duty tracker for public servants. Mobile and web check-in with optional geofencing for site-bound roles, biometric (fingerprint) check-in at facility-level kiosks for officers without smartphones, USSD fallback for offline and feature-phone users. Supervisor approval workflow for leave, late, and exception cases. Live dashboards for HR units. Daily payroll-quality feed into the Common Cadre HR record (companion submission CommonCard).
